Probably.
Rinnai can be installed, with the proper configuration, outside in colder climates.
I know of two here in western Montana on the same house. One is the domestic hot water and the other is the heating system boiler.

yes you can you have to put a cover over it like you do with your hot water tnak now just to keep it out of the weather.
